That is a report we have because one wants to make an issue of language that far as learned in schools. It does not function in Belgium and the entity is in a crisis. ;)

Quebec rejects English so it ever forms indefinite cultural exchanges with German, Dutch and Russian, just to remove English as any political policy in Quebec.
Quebec could so be the first to surrender and defect to Russia.
